HealthWISE supporting communities to Recover, Adapt, Connect

Since 2022, HealthWISE have been proudly delivering their Recover, Adapt, Connect program (the Program) to support communities and individuals affected by disasters.

HealthWISE received $3.6 million through the Black Summer Bushfire Recovery (BSBR) grants program, supported by the National Emergency Management Agency (NEMA). The BSBR grants program has provided $390.9 million in funding to support affected communities in their recovery and future resilience since the 2019-20 bushfires.

 

HealthWISE helping to build community resilience

The Program has engaged with communities in rural and regional north western New South Wales and southern Queensland to identify gaps and develop local solutions to supporting health and psychological preparedness.

Providing access to mental health and allied health services and community education workshops, the Program aims to prepare communities for disasters by encouraging individuals to look after their physical and psychological health and having emergency plans in place to guide them through disasters.

“We know that people who are psychologically prepared feel more confident, more in control when a disaster threatens and they are better able to make and carry out emergency plans and to follow warnings and directions.” said Anne Williams, Integrated Care Manager, HealthWISE.

“Recovery is assisted when people are psychologically prepared. They understand that natural reactions such as anxiety and worry are expected, and they can remain in control and act confidently.”  

 

Recover, Adapt, Connect Features at the Rural Health Leaders Conference

The Program featured at the Rural Health Leaders conference held in Sydney on 24 November 2023. Anne Williams, Integrated Care Manager at HealthWISE presented to rural health leaders from across NSW.

The session featured HealthWISE’s innovative models of care and the interest in the approach to disaster preparedness was strong.

“It was pleasing to receive such great feedback from our peers in rural health for this extraordinary program,” said Anne.

“It is wonderful to see this ongoing approach to building resilience in our communities since the Black Summer bushfires. It’s important that programs like this exist to ensure individuals and communities are well positioned to respond to future disasters,” Said Sophie Cartwright, Assistant Coordinator General, Resilience and Community Programs.

National Large Air Tanker deployed to protect Australians during bushfire season

The next piece of the Australian Government’s preparations for Australia’s 2023-24 Summer has been unveiled, with the deployment of the National Large Air Tanker (LAT) to fight fires across the country.

Today’s unveiling is a significant boost to our national aerial firefighting capability during this High-Risk Weather Season.

The National LAT, which will be prepositioned across Australia, based on the areas of highest risk or concern, is a Boeing 737 operated by aerial firefighting specialists which can carry and drop up to 15,000 litres of retardant or water. 

Local services $9.1 million boost to aid in flood recovery

The Australian and New South Wales Governments have given flood-affected districts a welcome boost with almost 60 service providers and non-government organisations sharing in $9.1 million in grant funding to assist with recovery.

The NGO Flood Recovery Program is jointly funded by the Australian and NSW Governments under the Disaster Recovery Funding Arrangements (DRFA).

New Fitzroy River Bridge opens six months ahead of schedule

The New Fitzroy River Bridge in Western Australia’s Kimberley region has officially opened to traffic, more than six months ahead of schedule.

The completion of the project marks the official reconnection of East and West Kimberley, after the old Fitzroy River Bridge was irreparably damaged in the historic Kimberley floods in January.

Roads and bridges in Western Australia’s Kimberley region will be more resilient to future floods and storms, with the Albanese and Cook Governments investing $104.9 million in a betterment program for flood-impacted infrastructure.

Jointly funded through the Disaster Recovery Funding Arrangements (DRFA), the Infrastructure Betterment Program is the first of its kind in Western Australia.

Engineering Consultant sought to finalise Bundaberg East Levee design

The Bundaberg East Levee project is a step closer to being delivered, with project commencement approvals in place and consultants being sought to finalise the levee’s design. The Albanese and Palaszczuk Governments reached agreement in June this year to build a 1.7km concrete levee parallel to the southern bank of the Burnett River. It will mitigate damage from a Burnett River flood within Bundaberg East, Bundaberg South, and the CBD - without increasing flooding in other areas of Bundaberg.

Disaster assistance is now available in the Bega Valley, Edward River, Eurobodalla, Shoalhaven and Snowy Monaro Local Government Areas (LGAs) following severe flooding from 28 November 2023.

The assistance measures are being provided by the Albanese and Minns Governments through the Commonwealth-State Disaster Recovery Funding Arrangements (DRFA).

Better flood warnings for Queensland communities

Queensland communities can now apply for a share of $7 million to deliver faster, more effective flood warnings.

Applications are now open for the latest round of Flood Warning Infrastructure Network, (FWIN) for the 23 southern Queensland councils hit hardest by the 2022 floods.

Funding can be used by councils for infrastructure including rainfall and river gauges, flood cameras, data repeaters and electronic signage.

Capricorn Coast water supply strengthened with construction of new reservoir

The four-megalitre Emu Park Reservoir is now a reality for the Capricorn Coast, with the $2.86 million piece of water infrastructure operational and ensuring water security for the region.

The project received $2 million from the Federal and Queensland Governments under the Local Economic Recovery (LER) Program, and $860,000 from Livingstone Shire Council.

The LER Program is jointly funded by the Commonwealth and State via Disaster Recovery Funding Arrangements (DRFA).

Norco back in the ice cream business with enhanced flood resilience

When Lismore in the Northern Rivers was hit by a severe flooding event in February 2022, no one could have predicted the sheer destruction that it would leave in its wake.

The flooding left the town in despair, with homes, properties and businesses destroyed across the region. Amongst those businesses was the Norco ice cream factory.

Now, after over 18 months of hard work, Norco has proudly reopened its doors, stronger and more resilient for future flooding events.

 

Government funding boosts Norco’s flood resilience

With the help of over $45 million in funding, contributed jointly by the Australian and NSW Governments, Norco’s new flood-proof design and technologies leave them equipped to defend floodwaters up to 15 metres high. Additional funding went to wage support for Norco employees during the aftermath of the floods.

$20 million of this investment came directly from the Australian Government and $34.7 million came jointly funded through the Anchor Business Support Grant Program, supporting businesses in retaining staff and rebuilding. “It was an absolute lifeline to rebuilding this facility,” said Norco CEO, Michael Hampson.

Along with the addition of its new four-stage flood management plan, Norco has been able to rebuild the facilities with future disasters in mind and strengthen its flood resilience. The installation of quick-release mechanisms now allows pumps and other equipment to be lifted out of danger and onto one of the two new mezzanines that have been installed. Additional pumps and sumps have been added to protect equipment that can’t be moved, and specialised equipment like switch boards are now positioned 15 metres above ground.

 

Norco’s return key to community recovery

The factory is one of the largest employers in the Northern Rivers region, employing about 130 locals with more expected over the coming months. “We’ve welcomed back a lot of returning employees,” said Jess Anderson, Senior Production Coordinator. “One big happy family again”.

Norco CEO Michael Hampson said “We were very fortunate, and so were our people, to be able to receive income support from the Government which meant staff were able to maintain their employment for 26 weeks after the flood. A lot of those team members of Norco went out in the community to help residents, businesses and public assets to be restored”

 

Norco continues to support local farmers

In addition to supporting employees and the local job market, Norco can now continue to support local farmers. Michael Hampson, Norco CEO, said “Norco is a 100% farmer owned cooperative and we take our role in looking after farmers quite seriously. Having this ice cream factory down created a lot of uncertainty.”

“With Norco being back up and running, we’ve been able to provide confidence for the farmers so that they can continue to invest in their business.”

The improvements made to the Norco factory will assist in boosting its flood and disaster resilience, and in turn, continue to support the Northern Rivers community.
