The Australian Government is making help available for people in Victoria, Tasmania, New South Wales and South Australia affected by the ongoing extensive flooding.

Tasmania

• Jointly funded disaster assistance is available to 18 local government areas (LGAs) following severe flooding across Tasmania.

  • The LGAs are: Break O’day, Burnie, Central Coast, Central Highlands, Circular Head, Devonport, Dorset, Flinders, George Town, Glamorgan Spring Bay, Kentish, Latrobe, Launceston, Meander Valley, Northern Midlands, Waratah-Wynyard, West Coast and West Tamar.

  • Assistance is being provided through the jointly funded Commonwealth-State Disaster Recovery Funding Arrangements (DRFA).

  • Assistance available under the DRFA includes:

    • Emergency Assistance grants of up to $1,000 ($250 per adult, $125 per dependent child);

    • Grants of up to $25,000 to support Tasmanian small businesses and primary producers with clean-up and restoration activities.

    • Up to $25,000, to help non-profit organisations impacted by the recent floods in North and North-West Tasmania undertake clean-up and restoration activities.

  • Assistance is available to:

    • Individuals or family who have been:

      • Directed or advised by a relevant authority to evacuate from their residence;

      • Displaced from their residence due to flooding

    • Eligible impacted small businesses and primary producers in the 17 local government areas.

  • More information on grants for small business, non-profit organisations and primary producers, including eligibility criteria and how to apply, is available on the TasRecovery website.

• Applications for both Emergency Assistance Grants and/or Temporary Emergency Accommodation can be made online: https://communitiestas.smartygrants.com.au/EmergencyGrants

• The Australian Government’s Disaster Recovery Allowance is now available to people in the 18 LGAs of Break O’Day, Burnie, Central Coast, Central Highlands, Circular Head, Devonport, Dorset, Flinders, George Town, Glamorgan Spring Bay, Kentish, Latrobe, Launceston, Meander Valley, Northern Midlands, Waratah-Wynyard, West Coast and West Tamar.

  • The Disaster Recovery Allowance has been made available to assist employees and sole traders who experience a loss of income as a direct result of a major disaster and is payable for a maximum of 13 weeks. DRA is taxable.

• In addition, the one-off, non-means tested Australian Government Disaster Recovery Payment of $1000 per eligible adult and $400 per eligible child is available to people who live in the Tasmanian LGAs of Central Coast, Devonport, Kentish, Meander Valley, Launceston and Latrobe, who have suffered a significant loss as a result of the floods, including a severely damaged or destroyed home or a serious injury.

  • Equivalent financial assistance will also be available to eligible New Zealand citizens (‘non-protected’ Special Category Visas, subclass 444 holders) affected by the floods.

Victoria

• Jointly funded disaster assistance is available to 63 local government areas (LGAs) following severe flooding across Victoria.

  • The storm and flood event has particularly impacted the sixty-three (63) local government areas of: Alpine, Ararat, Ballarat, Banyule, Baw Baw, Benalla, Boroondara, Brimbank, Buloke, Campaspe, Cardinia, Casey, Central Goldfields, Colac Otway, Corangamite, East Gippsland, Gannawarra, Glenelg, Golden Plains, Greater Bendigo, Greater Geelong, Greater Shepparton, Hepburn, Hindmarsh, Horsham, Hume, Indigo, Latrobe, Loddon, Macedon Ranges, Manningham, Mansfield, Maribyrnong, Maroondah, Melbourne, Melton, Mildura, Mitchell, Moira, Moonee Valley, Moorabool, Mornington Peninsula, Mount Alexander, Moyne, Murrindindi, Northern Grampians, Nillumbik, Pyrenees, South Gippsland, Southern Grampians, Strathbogie, Surf Coast, Swan Hill, Towong, Wangaratta, Warrnambool, Wellington, West Wimmera, ​Whittlesea, Wodonga, Wyndham, Yarra Ranges and Yarriambiack and one Alpine Resort of Falls Creek.

  • Assistance is also being made available in one affected Alpine Resort: Falls Creek Resort

  • As impacts continue to be assessed, additional councils are likely to be included.

  • Activation of these arrangements allow councils to claim expenses from the joint State and Commonwealth funding for a range of activities including early relief and recovery activities including the establishment and operation of a Relief Centres.

  • It can also cover the removal of debris operations carried out by councils from residential properties to make them safe and habitable, emergency works to urgently restore an essential public asset (i.e. transport or infrastructure) to an acceptable level of service within 3 months from date of the event, and construction works of essential public assets.

  • Affected local councils should contact Emergency Management Victoria via email ndfa@justice.vic.gov.au to discuss the availability of assistance.

  • The storm and flood event has particularly impacted the seventy-six (76) local government areas of: Albury, Balranald, Bega Valley, Berrigan, Bland, Blayney, Bogan, Bourke, Brewarrina, Cabonne, Carrathool, Central Coast, Central Darling, Cobar, Coolamon, Coonamble, Cootamundra-Gundagai, Cowra, Dubbo, Edward River, Eurobodalla, Federation, Forbes, Gilgandra, Glen Innes Severn, Goulburn Mulwaree, Greater Hume, Griffith, Gunnedah, Gwydir, Hawkesbury, Hay, Hilltops, Inverell, Junee, Kyogle, Lachlan, Leeton, Lismore, Lithgow, Liverpool Plains, Lockhart, Moree Plains, Mid-Western, Murray River, Murrumbidgee, Muswellbrook, Nambucca Valley, Narrabri, Narrandera, Narromine, Oberon, Orange, Parkes, Queanbeyan-Palerang, Richmond Valley, Shellharbour, Shoalhaven, Snowy Monaro, Snowy Valleys, Tamworth, Temora, Unincorporated Area, Upper Hunter, Upper Lachlan, Uralla, Wagga Wagga, Walcha, Walgett, Warren, Warrumbungle, Weddin, Wentworth, Wingecarribee, and Yass Valley.

  • Assistance is being provided through the jointly funded Commonwealth-State Disaster Recovery Funding Arrangements (DRFA).

  • Assistance available under the DRFA may include:

    • Help for eligible people whose homes or belongings have been damaged (eligibility criteria apply)

    • Support for local councils to help with the costs of cleaning up and restoring damaged essential public assets

    • Concessional interest rate loans for small businesses, primary producers and non-profit organisations; and

    • Freight subsidies for primary producers.

• In New South Wales, the Disaster Recovery Allowance is now available to people in 75 local government areas (LGAs): Albury, Balranald, Bathurst, Bega Valley, Berrigan, Bland, Blayney, Bogan, Bourke, Brewarrina, Cabonne, Carrathool, Central Coast, Central Darling, Cobar, Coolamon, Coonamble, Cootamundra-Gundagai, Cowra, Dubbo, Edward River, Eurobodalla, Federation, Forbes, Gilgandra, Glen Innes Severn, Goulburn-Mulwaree, Greater Hume, Griffith, Gunnedah, Gwydir, Hawkesbury, Hay, Hilltops, Inverell, Junee, Kyogle, Lachlan, Leeton, Lismore, Lithgow, Liverpool Plains, Lockhart, Moree Plains, Mid-Western, Murray River, Murrumbidgee, Muswellbrook, Nambucca Valley, Narrabri, Narrandera, Narromine, Oberon, Orange, Parkes, Queanbeyan-Palerang, Richmond Valley, Shellharbour, Shoalhaven, Snowy Monaro, Snowy Valleys, Tamworth, Temora, Upper Hunter, Upper Lachlan, Uralla, Wagga Wagga, Walcha, Walgett, Warren, Warrumbungle, Weddin, Wentworth, Yass Valley and the Unincorporated Area.

• In addition, the one-off, non-means tested Australian Government Disaster Recovery Payment of $1000 per eligible adult and $400 per eligible child is available to people who live in the New South Wales LGAs of: Balranald, Bathurst, Bourke, Cabonne, Cobar, Cootamundra-Gundagai, Cowra, Dubbo, Edward River, Forbes, Gunnedah, Lachlan, Liverpool Plains, Moree Plains, Murray River, Murrumbidgee, Narrabri, Narrandera, Parkes, Snowy Valleys, Upper Lachlan, Weddin, Wagga Wagga, Wentworth and Walgett.

• The Australian Government continues to support people and communities affected by flooding across eastern Australia through a range of assistance programs.

South Australia

• Jointly funded disaster assistance is available to nine (9) local government areas (LGAs) following severe flooding across South Australia.

  • The flood event has particularly impacted the nine (9) local government areas of: Alexandrina, Berri Barmera, Coorong, Karoonda East Murray, Loxton Waikerie, Mid Murray, Murray Bridge, Renmark Paringa and Unincorporated Area.

  • Assistance is being provided through the jointly funded Commonwealth-State Disaster Recovery Funding Arrangements (DRFA).

  • For the severe weather and flooding from November 2022, the available assistance measures include:

    • Personal hardship and distress assistance

    • Counter disaster operations

    • Property Assessment and Essential Services Reconnection: $10 million to assess damage to primary residential properties including structural damage, electrical infrastructure and reconnection of services.

    • Small Business Recovery Grants: $9.3 million (up to $50,000 per business) to help affected businesses get up and running again.

    • Primary Producer Recovery Grants: $45.9 million (up to $75,000 per producer) for clean-up and reinstatement of the primary producer businesses.

    • Waste Management Program: $60 million for assessment of hazardous waste, including disposal, and other waste management activity. • Blackwater: $800,000 to assist with clean-up of large scale fish kills.

    • Legal Assistance: $250,000 for legal assistance for affected people and businesses.

  • Further measures being provided through a separate funding process include $5 million for a range of activities relating to flood mitigation and recovery for impacted councils, and $250,000 for mentors for rural businesses and financial counselling support for families.
