What is a resource?

A resource provides information on measures that can improve the resilience of households during a disaster or adverse weather event.

ABCB Standard 2012.3 relates to flood-resistant design and construction of new buildings. It particularly looks at those subjects to National Construction Code (NCC)

The ABCB Standard on Construction of Buildings in Flood Hazard Areas is restricted to the current NCC objectives. The objectives are health, safety, amenity, and sustainability. It focuses on structural safety and life safety rather than the protection of property or building contents.

It does not specify materials or designs. So, designers must use their judgement to create designs that comply with the NCC. It is not a stand-alone solution to mitigating life safety risks due to flooding. It is part of comprehensive measures to:

  • reduce risk
  • including land use planning
  • flood mitigation
  • emergency response strategies
  • building standards.

It is supported by a handbook.

The Standard only specifies additional requirements. It is not a comprehensive list of requirements for buildings in flood areas. It focuses on infrequent flooding (1 in 100 AEP).
