Independent Review of National Natural Disaster Governance Arrangements

Overview

The National Emergency Management Ministers’ Meeting commissioned the Independent Review of National Natural Disaster Governance Arrangements (also known as the Glasser Review). 

The review was led by Dr Robert Glasser, an expert in climate change and disaster management.

The Glasser Review focused on ways to improve Australia’s national disaster committees to support effective nationwide decision making. 

It was informed by the Royal Commission into National Natural Disaster Arrangements and its recommendations on how the Australian Government, state and territory governments and local government should work together.

Final Report

On 25 October 2024, at the National Emergency Management Ministers’ Meeting, members released the final report of the Glasser Review (PDF 2.15MB).

The report is based on extensive consultation with:

  • Local governments
  • Communities
  • Non Government Organisations
  • Businesses
  • Academics
