Independent Review of National Natural Disaster Governance Arrangements

The Independent Review of National Natural Disaster Governance Arrangements (the Glasser Review) was commissioned to better prepare governments and to ensure national governance arrangements continue to evolve to meet the demands of the future state of natural disasters in Australia.

Purpose

The Glasser Review examined how national natural disaster governance arrangements could more effectively support national leadership across the emergency management spectrum, including for disaster prevention, preparedness, response, recovery, resilience and risk reduction.

The Glasser Review was conducted in response to the Royal Commission into National Natural Disaster Arrangements Recommendations and was endorsed by the members of the National Emergency Management Ministers’ Meeting (NEMMM)

Independent Review Lead

Dr Robert Glasser, through the Australian Strategic Policy Institute (ASPI), led the Review. Dr Glasser is the Head of the ASPI Climate and Security Policy Centre, an Honorary Professor at the Australian National University Institute for Climate, Energy and Disaster Solutions and a climate change and disaster management expert.

The Independent Review Lead engaged with the Australian Government, state and territory governments, local governments, communities, private sector, academia and other key stakeholders to inform the Review.

NEMMM Governance Review Working Group

Members of the NEMMM nominated representatives from the Australian Government, state and territory governments and the Australian Local Government Association to provide advice and support to Dr Glasser as the Chair of the working group.

Timeline and Terms of Reference

The Glasser Review was delivered to the Australian Government and members of NEMMM in December 2023. The Australian Government, state and territory governments and the Australian Local Government Association are currently considering the Final Report.
